Involvement of Off-campus English Training Institutions in  Government Purchasing Services: Significance, Content, Challenges, and Optimization Paths

Abstract

Against the backdrop of "dual reduction" policies, off-campus English  training institutions are actively exploring effective paths to participate in  government purchasing services. Previous research has mainly focused  on the government as the purchaser, with little attention to the sellers, i. e., off-campus training institutions that are the service providers. The  participation of off-campus English training institutions in government  purchasing services holds significance in meeting diverse societal  educational needs, promoting the balanced allocation of educational  resources, and enhancing competition and innovation in the off-campus  training market. The scope of services offered includes English preschool  education, K-12 English training, English proficiency test preparation  courses, adult vocational training, and government-sponsored teacher  training. Challenges lie in compliance and regulation, small-scale  government purchases, low budget allocations, short contract durations, high performance standards, significant policy and regulatory restrictions, and fierce competition within the industry. To promote the healthy and  sustainable development of off-campus English training institutions'  involvement in government purchasing services, a multi-pronged  approach is needed, including strengthening institutional capacity, reforming government purchasing services, expanding business  cooperation at school and community levels, and collaborative efforts  across all levels to foster the continuous and healthy development of  government-purchased educational services.
