Abstract

As a novel approach to providing public services, local government  procurement of public services has gained rapid development and  extensive adoption in recent years in China. It refers to the government's  market-based acquisition of specific public services from social  organizations and individuals, aiming to enhance the efficiency, accessibility, and guarantee of public services while stimulating market  dynamics and fostering service industry growth. The local government  procurement of public services seeks to address the deficiencies in  government-provided services, optimize the allocation of government  and market resources, and facilitate the active participation and mutual  absorption of both service providers and recipients. This paper aims to  conduct an in-depth investigation into the theoretical and practical  aspects of government procurement of public services, with a particular  focus on analyzing the challenges and predicaments associated with this  service model. Moreover, it explores how to further enhance the relevant  policies and institutional frameworks to foster a more robust, stable, and  sustainable system of government procurement of public services, thereby raising the supply level of public services in China.
